The Government is consulting about introducing what it calls a ‘Right to Regenerate’, building on the Right to Contest which has, in some form, existed since 1980 and enables members of the public to request a Government Department, local authority or a certain other types of public body to dispose of land which appears to be unused or underused, with powers in certain circumstances for Ministers to intervene and order disposal.
